Alex Horti, Director

Alex Horti is the CEO and Co-founder of Terrestris, LLC and Director of Global Horizon Group (GHG). He earned his B.S. in Homeland Security and his MBA from the University of Maryland. He is a service-disabled veteran of the United States Marine Corps where he served in support of Operations Iraqi Freedom in 2005 and 2007 and Operation Enduring Freedom in 2011. Mr. Horti is a government contracting professional, an active small business industry partner, and an accomplished entrepreneur with a successful career that spans more than 15 years. Mr. Horti has supported Government Contracts as an industry partner both CONUS and OCONUS focusing on Program Management, Training, Operations, Human Resources, and Business Development.

Bill Hyjek, Managing Director

Bill is the CEO of OTHSolutions and Co-founder of Global Horizon Group. He has 30 years of experience working on national security issues in a wide variety of roles. Bill served in the United States Army for ten years. After his time in the service, Bill managed legislative initiatives both as staff in the United States Senate and in support of Department of Defense acquisition organizations. Bill also served as a leader with the Department of Homeland Security since its inception, specializing in critical infrastructure protection, incident management, stakeholder engagement, and technology programs. As President and CEO, his experience in national security and vision for a best-in-class organization brought OTHSolutions to life. Bill currently leads our business development activities and manages contract implementation.

Lucas Berg, Director

Terrestris, LLC President and Co-founder, Lucas Berg, is also the Co-founder of Global Horizon Group. Lucas is a SHRM Senior Certified Professional with a Bachelor’s degree in Business Administration and a concentration in Human Resources Management (Fort Hays State University). He is a 20-year veteran of government contracting with a focus on Human Capital; Systems Engineering and Technical Assistance; Architecture, Engineering & Construction (AEC); and Program Management on CONUS and OCONUS work for the Federal Government. Mr. Berg is an established industry expert and serial entrepreneur. He is also a published author, speaker, and trainer. Mr. Berg is a Charter member of the Association of Talent Acquisition Professionals.

Nabeela Barbari, Manager

Nabeela has over 15 years working in national security, specifically in counterterrorism, field operations, infrastructure and cyber security, and budget and procurement management. Most recently, Nabeela served as a Director at the White House National Security Council focused on National Capital Region security and critical infrastructure public policy. During her long tenure at CISA, Nabeela notably served as Associate Chief of CISA Policy and Deputy Associate Director of Strategy and Resources for the Cybersecurity Division. As a Senior Advisor to the Secretary at the Office for Civil Rights and Civil Liberties, she advanced national policy and operations while ensuring the preservation of civil rights and liberties across DHS and with state, local, law enforcement, and community members. At OTHSolutions, Nabeela leads growth and delivery initiatives.

Serena Reynolds, Manager

With nearly two decades of experience with the Department of Homeland Security (DHS), Serena has extensive expertise in strategic policy planning, emergency communications, and infrastructure security risk management. At the DHS Cybersecurity and Infrastructure Security Agency (CISA), Serena and most recently served as a senior leader within the National Risk Management Center (NRMC), leading teams and overseeing programming around supply chain risk management, bio-economy, and connected communities. She also advanced state, local and tribal interoperability with the CISA Emergency Communications Division, and has led several teams through organizational change and growth on behalf of the Department. At OTHSolutions, Serena leads our Infrastructure Security portfolio.
